DigiCam recommedations?

Hi all!
i'm new around here. anyway, i'm thinking of getting a cheap (around $200) and good 3.2 megapixel digital camera, with optical zoom and preferably, the ability to set shuttle speeds and all those other settings. What brand/model would you recommend?

quite a few on sale in buy/sell
but need ard $350+-
$200 a little too low liao
