Assuming you are starting from scratch and you intend to just develop the B/W negatives, then the cost involved is relatively small. You will need a darkbag(if you don't have darkroom), a film tank with reels, a accurate thermometer and some containers to hold chemicals before pouring into the film tank. That should set you back about $60 if you buy everything new from Ruby. Cheaper if you can source for secondhand items.
THe running cost for one roll of 35mm film developed depends a lot on the kind of chemicals you use and how you use them. For my case, I use Kodak HC-110 developer one shot and reuse my fixer. The cost per developed roll turns out to be about 50 cents, so it's pretty economical.
