You got to be realistic about noise in general.
If you really want no/low noise, still ISO100-200 and at most 400, even on todays cameras.
Else be prepared to use NR programs and aggressive NR for ISO3200 and above.
Acceptable noise performance depends on individual.
ISO3200 is achievable by most cameras nowadays with pretty good balance of detail retention and noise reduction.

Without noise? No such thing. Without noticeable noise, then I think you can go take a look at DXOMark, they do tests on that. Otherwise, it is up to the individual as to what is considered acceptable noise level. There is no such thing as 0 noise.
there is a lot of factors about the noise level issue,
high ISO has more noise, underexpose images also have more noise,
and what is your output?
if you only need small images, you can afford to have higher noise level.
larger images will be more noticeable.
and you also need to consider what type of images you are shooting,
some images are look good with higher noise level
some images don't
anyway, with the help of software, you can get the noise control to your taste, but you need to have a decent image to begin with.
