Damn it, they will never increase it because it has to comply with the age limit(18) of International Driving Licence.

You're legal to drive (provided u pass the test)
You're legal to have sex

even if your friend's friend's father's uncle's brother's sister (with big hooters)'s boyfriend (with big biceps)'s cousin's mother's aunty's husband's dog walker's hair dresser said so.

IT WILL BE 18! :)
