The effect varies from film to film, but generally reults in very high contrast and a bluish tint to the highlights. Also, dependent specifically on which type of film, there is also almost always a loss in film speed as well. It does cost more to cross process in Singapore although there is no great reason for this, and as to which labs will cross, I know for a fact that RGB will but beyond that, I've no idea.
