Could I use Polarizing Filter substitute UV Filter?

not a particularly good idea, cos PL will reduce 1 to 2 stops of light. Thus in low light conditions you are actually treading on your own toe if you use PL. Also PL will increase saturation for some colours, you may not want that in every shot.
