Connecting to POP Servers - Administrator

I have this weird problem which hopefully someone can help.

Using a non-administrator account, I configured Outlook 2007 to connect to pop.gmail.com. However, it keeps failing when I use the test account settings button.

Doing nothing else, but merely changing the account to an administrator account, I now can get Outlook 2007 to connect to pop.gmail.com.

Anyone knows why? I need to get a non-admin account to be able to use Outlook with pop.gmail.com.

Could the non-admin account have been fitted with a more restrictive firewall policy?

I'm wondering, and I disabled the firewall but to no avail. However switching account types to admin account worked.

By switching, I mean that I log off the non-admin account, login to an admin account, change the non-admin account to "administrator" and then logged in to hte non-admin account (whihc is now an admin account), and outlook works.
