Somehow the actual picture looks sharper before size reduction in PS, don't know why...

For JPEG format, every save you made is going to cost you some loses in the pic quality.

Which is why it's always good to keep the original copy and not to overwrite it with edited version.. Always try to make the changes to the original copy instead of the edited version.

yea i concur with the above, when PSing, always make a copy of the layer to be edited
