1. How do you add a picture to your name? Like Larry's baby picture and West_Ray's kid picture?

2. What does it mean when you have a dot in the middle of your envelope in the left hand side column of the thread directory page?

1) That's an avatar. Go into user cp (toolbar at the top of the page) and edit your options/profile. You should see an option to add your avatar.

2) It means that you have posted at least one post in that thread.
