Cloudy Sunset

Photo was taken at Tioman. I find the pic is a bit messy, what do you think?
What do i need to improve on? Thank you for viewing.

Frame the horizon lower (one-third from bottom) and eliminate the messy foreground.
Move to the left more, broaden the space between the boat and the big rock, and capture less of the rock instead.

The rock and the boat are currently competing elements, pick one or reduce the prominence of one. Also, there's a tad too much foreground(or too much sky, again, pick one).

I find that it is a bit soft/blur....no tripod?
