as bright as a lens you can get your hands on - nighttime typically means low light levels. a tripod may be useful too

Get Press 800. Push to 1600 if you must. If using digital SLR, use the highest acceptable ISO. I guess 800/1600 should not be a problem. Tripods/monopods (esp. tripods) are going to be rather fiddly to use when shooting things like this.

Don't be afraid to use lowish shutter speeds like 1/8s. Use flash, set flash to rear curtain if available, and shoot away. The motion will be frozen, leaving a nice trail of motion blur.

I often get blur shots with 200mm when light gets dim, how I wish to get an *IS* huh? Maybe a 85/1.8 can save my day? hehe...

No idea...but should be around 6 pm perhaps? Road closure is at 6.30p.m, so perhaps can go around that time...
