CF or Alumin tripod steadier under severe winds/conditions?

I'd know that CF tripods are generally lighter and tougher than their Alumin counterparts, but in severe winds/conditions which tripod(assuming both tripods specifications are the same) will be the last one standing?

Thus, i'm asking you pro clubsnappers or those who have multiple tripods(CF & Alumin) to provide some opinions regarding the question

Just hang your camera bag on the tripod hook to increase stability. U will achieve the same results
