cosz there have kit I and Kit II, 2 different lens.

if Kit I is good enough, i dont want to add more budget on it.

I suggest you get Kit I and another zoom lens :x cos the 18-135 cannot really cover much..

much range I mean. like 135 is not much of a zoom.. so if you're really want like more zoomed shots then buying a seperate telephoto would be better..
it just depends on what kind of photos you wanna take..

Well, 18-55mm on a DSLR such as the 550D (with a cropped sensor) was meant to cover a lot of the 'general photography' that most people do, I guess.
Things like sceneries whilst on holiday, people at gatherings, etc.
If you like to photograph people/things from afar, then you'll need a lens with more reach (ie greater focal length). But how much you need, only you'll know.
18-55 is cheap and light, which makes it a good combo for when you don't want so much bulk to carry around.
Explore with this first and see what kind of focal length you're comfortable with, then upgrade when the need strikes.

135 on a canon APS-C = 216mm FOV. Not enough meh?

In the old days most people survive with a 70-200 with film (Fullframe). If you want to go birding get something in the range of 500mm or 600mm.

18-135 covers enough...but, the issue with it is....its really a piece of crap. Its worse than 18-55.

Get kit 1. Good enough. Need more range? Buy 55-250. These 2 combined are better than 18-135 and 18-200.

If 135mm on crop not enough i dunno how people get by with 70-200 on full frame. Wad do you mean by 'not much zoom'? You're being pampered by a 100-400L or something?
