Can SB28 & SB600 be slaved together when D70s?

Hi,
I need some accurate advice if this can be done at all?
Maybe with a slave controller?
At the same default channel and frequency setting as as SB600 is triggered?

As long as the flashes have a slave mode (which I believe SB-28 doesn't) then it will work regardless of any flash/body combination used. Of course, exposures' totally manual.
