If I have a non-macro lens, can I attach a closeup +4 filter to it and take macro shots?

I understand macro lenses have a extended focusing range.
 

A +4 close-up filter will reduce the focussing distance to ~25cm, allowing to focus closer and hence achieve higher magnification of your subject.
 

So a closeup filter can still work on a lens w/o macro feature lah rite?

But I noticed macro lenses have a extended focus range.

Nobody with an ans to if a non-macro lens can focus as well as a macro enabled lens, since a macro lens has an extended focussing feature. :dunno:
