burnout effect?

Looks like HDR photos to me. You can do a search on how to achieve them.

I believe thats a HDR photo too..

Need to take a series of over, under and normal expose photo...

And also make sure the guy does not move at all...
 

There's a filter called Draganizer that does this. Also others called 'grunging' your shot.

This could be a faked HDR with a single shot processed in RAW.

I just found the same pic under a separate album called HDR, so I guess that just about settles the answer :)

yup, true. definitely got HDR processing, but HDR processing alone won't create such effect. :)
