Yes I moved my camera along too.... thought the boat is not in focus. somehow I like this pic. :) I cannot remember the settings, so sorry. Quite a pic taken sometime back.

hmm...... I thought if you move along, the lights on the boat will also appears like those above it? How come only background blur?

Well if you move along with the moving object, which is known as panning, you will get the result like backgrd blur but subject still in focus, actually if I did a good panning I will get shaper image. here's one example...
