The site doesn't say anything about the rights of the winning or submitted entries, or does it?

The T&C states:

"10. SPH reserves the right to publish or display the name, picture, identification card number and city of residence of the winner of this contest for advertising and publicity purposes."

Isn't it unusual that that organisers obtain the right to publish vital personal information of the winner, including NRIC no?
