i'm new here, and have not much experience in lens. I want to get a 28-300mm lens for convenient but I dont see a lot of people discussing it and selling it in here.

Any particular reason why?

Sigma 28-300mm f/3.5-6.3 DG IF Macro Aspherical Lens for Canon SLR Cameras (non-VC)

I'm using a Canon 40D

A large zoom range lens usually compromise on image quality and sharpness. While the convenience is without doubt, you are better off getting a couple of smaller zoom for better image quailty and sharpness. Of course there are exception like the Canon 28-300L, but that lens is a monster and defeat the convenience factor.

so are you saying that this lens is not so good?

I have limited budget and currently considering the above mentioned Sigma
and Canon 55-200mm IS + kit lens and kit + 70-300

let's say all 3 options are of same price. which one worth investing more?

I will go for your 2nd option. The kit lens is a good lense to starts with, and the IS is useful for your longer zoom lens.
