The lines are from the shadow edges of clouds. The lines appears because of particles in the air that shows the contrast between the light and shadow region of the clouds. A similar effect can be obtained by placing an object infront of a spotlight in a dusty room.

It's just the shadow of the cumulonimbus cloud on the horizon which is splashed across the higher altostratus clouds...
