u can do it in your camera with a tilt and shift lens.
 

Thanks for finding this link :) I didn't really wanna go spend on a tilt and shift. Although I do know LensBaby is a cheaper alternative.
 

had a little free time, tots it interesting.. gave it a try.. not sure if the original pic i chose was good enough though...

what the author of the website was trying to do is to mimic a "macro" zoom on a miniture landscape. thus creating a fine line of clearer details across the whole picture while blurring the rest.
 

Lol..got some nice results with some photos..quite amusing..haha
