Any way to darken a certain spot on an image???

i got this photo, which the flash is too strong on 1 area. so anyway to darken or bring down the brightness of this area using softwares??? and how to prevent it??? tks

if you are using PSCS - use layer mask and gradient tool set to foreground to transparent

use photoshop any version even ps 6 or CS 8.0 ... create a new layer and use dodge or multiply in the layer option
