Hi

I'm using VSO Image resizer, its free and good but the file size is to big for CS. I usually have to convert at 70 to 80+% of its original quality to get it below 100kb.

Any free software to resize but keep to 100% image quality?

none. There is no way you can save with 100% quality yet having a small file size..
if its possible, then there wun even be a need to have different quality

i use microsoft image resizer. can be downloaded free off the net

I find Google Picasa to be the best amongst the "free". It can do much what a photographer wants for basic correction including re-sizing, cropping and etc etc. It does conversion with a very very slight loss in quality not visible to the naked eye. If you want to convert a jpg file into 100kb, of course there'd be a very very much loss in quality no matter what software you use. Where to put 'lah' the pixels info/data into such a small file?

Actually, you must do all your resizing in raw or tiff format first and then convert to jpg - minimal loss.

:)

give xnview http://www.xnview.com a try. it runs like acdsee and have some basic image adjustment capability as well as resizing, cropping and renaming.

btw, it's freeware. iirc, there's a paid version with additional features but the free version has served me well.

when you resize for web use, always keep the original file intact, be it jpg or tiff.

look for freeware? check out download.com
