1.in what area is critique to be sought?
Anything actually.. Probably composition & post processing techniques?

2.what one hopes to achieve with the piece of work?
Just trying out a few shots. Want to gain more opinion from the public.

3.under what circumstance is the picture taken? (physical conditions/emotions)
Just after Sunset, it was quite a cloudy day.

4.what the critique seeker personally thinks of the picture
I personally feel that the lights are too overexposed, there's no star burst effect.

Please feel free to comment. I would like some advise to help me improve.

i think because there's nth in the sky at that point, you could have positioned the horizon higher? so there's more focus on the rocks and the sea. and not sure why it's so smoky or cloudy in the sky, but the long exp doesn't really help the sky.
the lights are probably too far away for star burst effect, and there's a little flare on the rocks. but apart from that, i really like how the rocks look, especially with the surreal waves

You are using f/4, starburst effects come in when the aperture is very small, e.g. f/8 and smaller.

U dont need starburst effect for a good photo. Your foreground is already underexposed and lost details. I think the lighting also didnt help.
