advise on lens

I would like to know what is the best lens to use in places which has low lighting example places like on the roadside or parks.I looking more on canon or sigma lens, as i used the 17-40mm L lens and sometimes it doesn't allow me to shoot at all or the shutter speed is about 6" or even more so please give advise.

You need a wide angle ? otherwise can try the canon 50mm f1.8.. cheap and 2 stops faster than the 17-40mm f4.. Also have u upped ur ISO to 1600 ?

you can always up your iso
