When using slides, do one usually underexposure or overexposure by half a stop from the camera recommended reading ?

I am using partial metering on a EOS body.

Appreciate some advice, please.

No hard and fast rules. But generally, for slides, expose for highlights. For negs, expose for shadows.

For typical subjects, following meter works for me. For backlit, snow, etc, compensation is required. Bracket your shots.

Using a Nikon F65... i don't compensate unless it is one of those tricky situations... like too bright or dark.. the slides came out fine.
