Had recent ICT exercise there last year. Slept at one of the void decks. Was a pretty interesting experience to be in that place. Believe it's inaccesible to public now, fenced up with guards at the gate.

most large shopping malls car parks are pretty much empty very early in the mornings

most Shenton Way area car parks are pretty much empty on sundays + early in the mornings

Marina South - the new Cruise Center has a multi storey car park that is virtually empty most of the time
