As it is, it is a good shot - luv the light, except maybe a tighter crop - or go nearer and cut off the red plastic bag - and a lower perspective.
But if you want to evoke pity or compassion, like being towed along by mum selling drinks under bridge to make a living, that is certainly not conveyed in the pic. You have to include the mum and her business if that is what you want to say.
But if you cannot include mum - maybe she is too far away, and that is why you can shoot the boy
- then that cannot be said photographically, and all you have is a boy, which is sufficient on its own for a picture. You can leave your audience wondering who is he, why is he there, etc etc. He can be on a picnic with his family too.
Maybe he does look a little sad, and that adds to the intrigue in the picture, but for that we need to see more of his eyes, which either you wait or u go lower.
Not all things can be said photographically, just as not all things can be said in words. You have to say what a photograph can say, and not try to force a square peg into a round hole.
