I am looking for a 3D programme to creat similar effects like this:

Anyone knows which one is the best for the job?

One answer I don't expect to get is, "Can also do with Photoshop leh."

Not feasible to use 3d, cause getting the particle effects into position and do a nice render would cost you alot of trial and error, and time. If you still want to do it in 3d, any program with particle effects in the package will do..

Photoshop would be a whole lot easier..

Or you can try using fractal generators.. there are free ones on the net. They're considered 2d though.
