i wanna check from you guys.. whats the different between these two? i know its vr and non VR..but whats the different in the picture quality? is there any? any idea?

picture quality is the same...for such a short focal range...you can go for the one without vr cos its really cheap

I used both before (assuming you're referring to Nikkor) and didn't perceive any difference in quality.

The VR came in useful though, but it'll depend on you whether it's worth the extra $70 in the B&S section.

VR will be useful in low light.

but there is no need for VR when using tripod at night rite? but night photography u need a tripod am i right?

low light doesnt mean night. you want to use tripod in event halls meh?

VR is always good to have. No point saving the 70 if it only gets you blur shots
