Best bang for buck scanner?

Unsure how active this subforum is but I'm looking for a scanner (maybe flatbed so it is usable for other functions as well) to scan 35mm film strips, and I'm here to enquire on what are some of the best bang for the buck scanners without compromising too much on scan quality.

Like i said, for other purposes as well, such as scanning documents etc, but primarily a scanner for scanning film purposes since how often would you need to scan documents anyway! but thanks for the input i'll check it out :)

If i were to get a scanner though, which would be the most value for money one with decent scan quality?
 

Negative scanner mostly hard to get for a new one and expensive. Canon/Epson series would be fine for most of us. I also intended to get one as I got quite a number of b/w photos of my parent/relative to scan. :D
