If it's your own fish tank,https://photographylife.com/aquarium-macro-photography-of-ornamental-shrimp

1.Clean the tank and glass
2. Use a good tank filter so the water is crystal clear.
3. Lighting: Use or change florescent/LED light of tank to better daylight balanced and brighter one which costs more
subject to availability.Or use flash.
4. Camera setup: Can be cheap or expensive, please do your research. With newer cameras the ISO performance has improved.
Lenses: Fast lenses with big aperture F1.8 or better and macro lenses but can also use cheaper close up lens
attachments to front of lens which is subject to diameter size.

If you are new to photography I suggest to use your phone camera with a set of macro lens clipons because it's the cheapest.
