Of course it's not illegal. There's nothing that can be done about it unless there was a written contract involved. The bait-and-switch is, without a contract, unethical. The photog proved himself to be a selfish a-hole. Being an a-hole isn't illegal either.

Her black bra is showing. Get rid of the dark undereye circles. Get rid of the pimples on her chin and again, the dark undereye circles. The lighting is also quite flat and the overall pic is dull. Maybe increase brightness a bit?

I think the first photo is the only that passes because you can actually see her facial features. The rest are too blurred.
