There's no 'latest rule' that applies across the board :bsmilie: You gotta check the website of the airline you're flying for specific size/weight limits.
Your luck will determine whether it'll get counted toward your carry-on luggage limit as a separate piece. Some get away with it + laptop + luggage, some don't.
Actually, the rules on tripod as hand carry is not really restricted by airline. It is the airport that is making that call. Which is also why there is no rule across the board.

I have been flying around with my manfrotto 190cxpro tripods all these years by hand carrying onboard and never had I encounter any issue with security. If you are still concern, my suggestion is to bring a smaller version, such as the GorillaPod SLR-Zoom.

Have you flown out from Vietnam or Taiwan? Airports in those 2 countries certainly do not allow tripod as handcarry.
I got caught few times with my tripod. Manfroto 475 studio type. So I suggested we all should checked in the tripod. Once, I paid Euro 12, for just checked in the tripod. 
When I travel, I always pack my tripods into my check in luggage. And not just small tripods, some of my trips I travel with the big systematic type of tripods.

Jogya, Jakarta, KL, Penang, Phuket, Bangkok, Manila, Cebu, Sydney, Tokyo, Seoul, Gimpo, Beijing, Shanghai, HK, Shenzhen, Bangalore, Delhi, Paris, Lyon, Frankfurt, Copenhagen, Manchester, London, Barcelona, Seattle, Vancouver and Victoria BC.
Thus far, these are the following airports that I have traveled through security with a tripod as a hand-carry item together with my camera bag:

Most of those airports are still ok with tripods. Pairs is iffy, it really depends on the staff you are dealing with at that time. If your tripod has a bag it might be better. But vietnam, taiwan and Xinjiang are very very strict with regards to this. As for airports in the USA, as long as your tripods do not have spiked feet, you are ok. Those with spiked feet run the risk of a forced check in.

Hand carry tripods is a good idea especially in case of terroist attack you have a ready weapon to fight them.
Do away with tripods bag so that you can be quick smart with instant response.
Always be alert at all times and sit with an attack position in the air.

As long your credit card are "full" all the time, you wouldn't have lonely time even you out in anywhere. Cause YNWA! ha ha!
