There's no 'latest rule' that applies across the board :bsmilie: You gotta check the website of the airline you're flying for specific size/weight limits.
Your luck will determine whether it'll get counted toward your carry-on luggage limit as a separate piece. Some get away with it + laptop + luggage, some don't.

I have been flying around with my manfrotto 190cxpro tripods all these years by hand carrying onboard and never had I encounter any issue with security. If you are still concern, my suggestion is to bring a smaller version, such as the GorillaPod SLR-Zoom.
Have you flown out from Vietnam or Taiwan? Airports in those 2 countries certainly do not allow tripod as handcarry.

....Use cloth to wrap it up, to prevent it from "hurting" the inside of your luggage.
