It's a public area, you can go anytime you want :p

I've seen really nice photos of sunrises and sunsets from that place, so up to you on when you want to go.
 

On a rainy day neither will give you good light. Spend some time there, check the area, check what would be in the frame. Many things you can do already, enabling you to make your own decisions.
Whatever other people like and prefer should not be your guidance.

the best is you go and check it out yourself,

the sun won't be rising and setting at the same place thru out the year, you will need to recce first, to find out the best spot for that period.
so you want nice sunrise sunset, you will need to go there very often, and if you want to get it perfect, you have to try it for at least a year.

here are some sunrise I did at Punggol end one or two years back,

you won't know that how many times I have been there, but just to let you know when I found the perfect timing and location, I go there almost everyday till I get it right.
 

Only you can decide when is better... I'd go on both sunrise and sunset.

Now is the best time for sunrise photos, you can get nice sun look like an big egg yoke almost everyday bcos of the air quality.
 

I got quite a nice shot of the bridge during the evening blue hour.
 

I go there quite often, you can go anytime but if you go on Sunday evening.. that place will be crowded with families.. very crowded in fact. For photo opportunity, go in the weekday evening or morning.
