Using polarizing filter

Hi guys,
I bought a Hoya circular polarizing filter; attach it onto my kit lens & use it. I found the filter is hard to adjust/rotate; there’s resistance when I tried to rotate to achieve optimal result.
Will this put a stress on the auto-focus lens? Or even damage the lens?
Any comments is greatly appreciated.

Should have opened and tested it @the shop. Anyway hold the filter in your hands and rotate till it feels loose.
 

yes, it should be freely rotated.

Try going back to the shop and ask for exchange.
