I recommend a good read on this if you are getting a DSLR: http://www.clubsnap.com/forums/threads/787393-FAQ-What-DSLR-camera-to-buy

If low light shooting you meant is, taking a photo of a nice night scenery with you/family standing infront AND can see both foreground and background clearly. You may want to read up on some techniques like HDR...

You should get a tripod....

You will definitely need a lens. But all cameras come with a kit lens. Use this until you know more and you can define your needs clearly.
All cameras can do low light photography, it is rather question of you understanding what to do in order to capture the scene / subject. There is a subforum about Night Photography.

Nikon D3s, Nikon D700, Nikon D7000, Nikon D3100. Plus 24mm F1.4

But I do not have a camera now..

Now I'm only looking at 2 cameras which is the Canon S95 or the Lumix LX5.. Hee.. =P I will just stick to the build in lens first.. >.< Thanks for the post!

In fact, I like it so much that if I could afford it I'll make sure every photographer I know personally owns at least one. :)

between the 2, i recommend the LX5, which has a faster lens at the tele end which is gd for low-light shooting. image quality wise, both cameras are equal. choose the S95 if you want a smaller. more pocketable camera. choose the LX5 if you like a wider angle lens (24mm vs 28mm).
