I cannot find the option to upload a personal avatar. Is it limited to members who had joined for long?
How to upload customize avatar?

Click on 'User CP' on top-left -> Edit Your Details -> Edit Avatar (scroll down).

If i'm not wrong,only members who have been a member with CS for at least 1 month OR have accumulated more than 50 posts can upload their custom avatar...
Cleonbus, don't you know under the same page there are 2 options for customized avatar?
If you have a custom avatar and want to keep it as it is, leave the fields below as they are.
Use Custom Avatar
You may upload a new custom image using the controls below.
Option 1 - Enter the URL to the Image on Another Website
Option 2 - Upload Image From Your Computer

If im not wrong, newly joined members cannot used a customized avatar, only able to use those which are provided by CS.
Like i mentioned above,new members CANNOT have their own custom avatar.Please refer to post #3 of this thread...

New members cannot upload customized avatar is separate issue already.
What you stated is:
"TS asking for customized avatar,not the pre-defined one..."
So, is different topic. Anyway, both are different points, just to clarify.

1)First of all,personal avatar(Which what TS calls it) and customized avatar(Which what CS calls it) are the same.
2)Regarding the part i quoted in RED,that is what TS is asking
3)Customized avatar=the one that only members with more than 50 post count or registered with CS for more than 30 days can use.Customized avatar=the spongebob picture that i'm using currently...
Pre-defined avatar=The one TS is using along with the other weird faces which you can choose
4)As quoted from TS's post above,TS is asking why he cannot upload his personal avatar.So i'm just telling TS the reasons why TS cannot upload his personal avatar.

(1) kwttan has provided the steps to upload a customized avatar.
(2) Cleonbus claimed due to TS is too junior and have not meet 50 posts, thus TS cannot have customized avatar.
So from my reading, the misunderstanding or different POV is on this cleonbus sentence 'TS asking for customized avatar,not the pre-defined one...'
Anyway cleonbus is just a student, no need to get too hot up, relax...
