Because the woman Sagawa ate was in France, not in Japan. He served time in a French prision before being deported back to Japan.

me dont understand law too. To me personally, it just the "rich" and "powerful" people games.

Yeah that's what I was wondering about. A Japanese killed a Dutch woman in France, and the French court just put him in an asylum and then released him. Who knows, maybe he's eaten more people since he was released.
