Singaporeans will always come first: Law Minister
By Asha Popatlal, Channel NewsAsia | Posted: 17 January 2010 2048 hrs

SINGAPORE: While Singapore's economic recovery is picking up speed, many Singaporeans remain concerned about issues like jobs and competition from foreigners.

These bread-and-butter issues dominated a two-hour dialogue session in Yew Tee with Law and Second Home Affairs Minister, K Shanmugam, on Sunday.

One after another, residents rose to query the minister on what some perceived to be difficult competition from foreigners.

But the minister explained that Singaporeans will always come first.

Mr Shanmugam said: "We have to start off with the perspective that we have to help Singaporeans first. Singaporeans must have jobs and be able to afford the basic things.

"You've heard the Prime Minister and various members of the Cabinet say that yes, there has been a tightening up in terms of who will be allowed to come into Singapore.

"Foreign workers will come in as needed by the economy and when not needed by the economy, they will go back."

Mr Shanmugam pointed out that at the lower levels, foreigners are taking up the jobs that Singaporeans shun.

Meanwhile at the upper levels, those foreigners coming in ended up improving job prospects for Singaporeans.

Another issue that came up during the dialogue session was the question of enough housing for young couples, especially with the recent Build-To-Order Project in Chua Chu Kang area being over-subscribed.

But Mr Shanmugam didn't think that HDB was building behind the curve.

He said the housing board had to be careful not to flood the market, even as it promises to build up to 12,000 BTO flats this year.

With the integrated resort in Sentosa opening soon, residents wondered if they could have a date with Lady Luck - for free.

"(How about) giving some free entry to these casinos (at Resorts World Sentosa and Marina Bay Sands), especially on National Day? I think most will like it, right?" asked a resident.

But he didn't strike the jackpot with the answer he got.

Mr Shanmugam said: "I hope Singaporeans don't get overly excited about the casinos. I don't think the government can pay for it and say 'free entry'.

"We have put in various safeguards. So, let's see how those safeguards work."

As a social safeguard, Singaporeans and PRs have to pay $100 daily to enter the casinos.

Before the dialogue, Mr Shanmugam also toured the Yew Tee constituency and mingled with the residents.

S'poreans are top priority

SINGAPOREANS are top priority for the Government, which will aim to grow the economy in a way that allows all citizens to share in the benefits, Prime Minister Lee Hsien Loong said in his New Year message for 2010.

It will do this in two ways: by growing Singapore's external wing, and raising per capita income by boosting the skills level of workers.

At the same time, the Government will also 'manage and moderate' the inflow of foreign workers so that Singaporeans are not overwhelmed by the sheer numbers, he said.

In his seven-page message released on Thursday, PM Lee also gave figures on how the economy had performed in the fourth quarter and on a whole last year. Quarter on quarter, the Singapore economy grew by 3.5 per cent from October to December. This is markedly below the 14.2 per cent achieved between July and September, and the 21.7 per cent between April and June.

The slowdown in the last quarter is, however, in line with economists? expectations, who have anticipated that after two straight quarters of strong growth, a slump in the volatile biomedicals segment would drag down the fourth quarter figure.

Year-on-year, the Singapore economy was in negative territory for 2009, at -2.1 per cent. The forecast for next year is growth of 3 to 5 per cent.

I love my Pee-A-Pee ministers. They are paid so much they must be damn good.

I love my $0.5million HDB flat which only takes 30 yrs to pay. After which I have to clear trays at Mac to survive while PRs can sell their flat and retire like a king back home.

I love the challenges (for the lowest pay) with FTs to be cheaper, better (not impt) & faster (not impt).

I love the coziness in MRT/buses with so many fellow commuters from different nationalities.

I love that Singaporeans always got first priority. (for NS, retrenchment etc)

i think that is not really the best response to make, unless you talk to the people who make migrating seem like it's something that can be done in 2 seconds of thought. it involves a lot more than that, i would think..

someone i once talked to said this, and i think i find it true:

"yes, singapore is not the best in everything, but no country is. there are compromises you have to make for the safety, the comfort. but there are always compromises everywhere as well."

i couldn't agree more - people complain envisioning a paradise place where they can get what they want - everything they wish for. that is like sugar candy mountain in animal farm, a dream, an utopia unachieveable.

what i wish for, is for people to not see the half empty glass, or the half full, but that the glass is both half empty and half full. to acknowledge the strengths, while noting the flaws and weaknesses and handling it positively, that should be the true singaporean spirit.

i personally encourage all PRs to convert to full-time citizenship... this country has no natural disasters... no earthquakes... no typhoons... everything is just fine except weather is abit hot and place is abit small lah... other things still okay.

don't be influenced by the complaining and grumbling of some people... it is actually a form of "feedback" to exchange ideas and views... with a common goal to improve things on the whole... debates are good when they are constructive and contributing

The achievement of singapore is by the old management and the new management is tearing it apart.

According to geologists, this little red dot will be under the sea in 100 - 200 years time.

seriously, singapore is not such a bad place to live in (if you haven't lived in other countries).

taxes are low, stable government, no natural disasters (YET), corruption is low, decent living standards, healthcare is advanced, clean, excellent urban planning, good transport system, decent education system, decent weather, minimal racism, religion tolerance, not at war...

name me one utopia and i will name you an unhappy citizen.

learn to count your blessings guys.

:sticktong Some comments here make feel that they are not true/100% born in singapore singaporean.

We need more Singaporeans like you.

And I hope you'll enter politics after your study.

You can do a lot for Singapore.

But first don't forget to build a Koala Park in Singapore. :bsmilie:
