If you read the article, it refers to Singaporeans complaining to the government about small stuff, such as having to sweep fallen leaves everyday, not about the government.

yes, the only way to get something done is if you complain. be quiet and nothing get done. make lots of noise and threat then got something done. that is how it works here.
