Cheap and good don't seem to go well together. Try ColourLab in Adelphi.

Why do you want to leave colour correction to a PhotoLab? You get already JPG (not sure whether they also offer tiff), there are image data lost already due to jpg compression. If you want to edit the files later you don't even have all image information available, quality can only get worse. Ask for tiff and do the rest as you like it.

I have not try other labs, AFAIK, Fuji machine only give jpg or BMP for scanning images, no tiff format.

after the labs save the images into jpg, means little room for editing, hence need to find a good labs offer good color/density correction skill, else the images are pretty screwed.

if ask for BMP format, it will be very costly, and better bring a harddisc for them to record the digital files.

anyway to TS,
cheap thing no good,
good thing not cheap,
cheap and good does not co-exist, unless your expectation for good is very low.
