just go ahead. if the staffs tell you that you're not supposed to use the hall, you can just move to the green patch of grass.

That's a weird question. SBG is one of the most popular location for picnic in Sg, but must
do in appropriate areas lah. I've seen 20 over people mass picnic before. And even near the
entrance, close to the reception area, people set up buffet style picnic under the shelters.
