Newbie with flare issues

Hi, i just started photography and recently tried my hand on some night photography.
However, when ever I tried taking a photo towards areas with spot light I have extremely bad flares....

The side espeecially have this dots of light...

try taking off your filter.
 

I had photos that had much more obvious flaring but I had to dispose them immediately.
By the way, i heard of a star filter...
Does that help in case of reflections from spotlights???

Can you show us which dots you consider as flare? Can't see anything.
 

Your first photo I don't see flare, second photo i think is light shining through the water droplets from merlion

You have water droplets on your lens. That's not flare.

as for Star filter, I suggest you try googling "Star Filter" to understand it's purpose.
 

yeah those are tiny water droplets on your lens. DO clean them off ASAP, i believe those are salt water.

Have you noticed the fine spray of water when walking around there? It's quite obvious under certain wind conditions. This is was is sitting on your lens / filter.
 

Now that you mention it, yeah there was some spray.
