Kindly recommend a LCD for photo editing that's under $400

400 is a good budget.. My preferences (ranked on the basis of product quality, price and after sales support)
1) HP w1907 19’’ Wide LCD Monitor = $399
19" TFT monitor; 300 nits brightness; 1000:1 contrast ratio; 0.285 mm pixel pitch; 1440 x 900 @ 60Hz max; Digital (DVI-D) and Analog (15-pin D-sub VGA)
2) Philips WS8FB 20.1" DVI LCD = $425 (slightly higher for extra 1", but has the smallest pixel pitch)
1680 x 1050 pixels, pixel pitch 0.258 mm, Brightness : 300 cd/m², Contrast ratio (typical) : 800:1
2) Samsung 932B 19" LCD Monitor - $359
Pixel Pitch(mm) 0.294, Brightness 300cd/m² Contrast Ratio(typ.) 700:1 (DC 2000:1)
I would avoid dell due to poor after sales support YMMV

* HDCP Compliant: Yes
* Notes: This monitor does have some issues with ghosting as discussed in this thread. The response time control (overdrive) is poorly controlled causing bright halos around moving objects. It may not occur as badly with different settings and the amount of ghosting depends on the color transition involved. If you're a big gamer you should probably avoid this monitor or wait for a new revision. The effects aren't as annoying for general usage or watching movies.

I am using 24": Dell UltraSharp 2407WFP-HC, 1920x1200 (16:10). So far no problem for me. I am not a gamer & only it use for photo editing. Very Accurate color/gamma curve.
