Our glorious merlion

I would like to seek the opinion of you guys about the exposure, shutter wise, would it be blur???
As for photography techniques, i have used F2.7, shutter 1.6s, exposure 0.0ev, ISO 80, sharpness +

IT's under physical conditions as i want to feature the merlion under the exposure of lights and the night scenery beside it..

I feel that the picture exposed shutter is too long, as the background light seems a bit too bright...
 

I really need you guys on the lighting and composition of it.

Yes I think the exposure is too much, the highlights on the merlion are completely blown out, so you can't see the details in the scales or the mane anymore. However, I think you should use a smaller aperture instead to cut down on exposure, since having the slow shutter speed is good for getting the silky water effect from the merlion's spout.
