F-stops
I have a Sony a390 18 - 70 and a 70-200 I can get f-stops 5.6 to 13 but never 5.6 to 2 I know the camera can , am i limited by the lens?

The 70-200 can get to f/2.8
This info is clearly marked on the front of the lens as well as in all the online info about that lens.

dude, you're in a Photography Club. i'm sure by calling up someone, you can get the answer faster than if you asked in an online forum.
and yes. it's limited by the LENS

Your 18-70mm's widest aperture at its shortest focal length is f3.5, and goes all the way to f5.6 at the longest end. I suppose your 70-200's widest is f2.8 (I've yet to see a 70-200 open up to f2). It's indicated on your lens barrel. So yea, lens limitation.

My lens has printed on it 3.5 - 5.6/18-70 but cant goto 3.5

lenses list the widest possible aperture on the lens barrel. Zoom lenses that have a variable aperture will show the maximum aperture range. For example, "f/3.5 - f/5.6" will be noted on the lens barrel as 1:3.5-5.6 (below left). The 3.5 and the 5.6, are referring to the maximum aperture the lens
can achieve for each end of the zoom range.

It's not obvious but the widest f-stops stated, except constant aperture, is only at the wide end of the zoom.
In your case, f 3.5 only at 18mm. Move the zoom and it's prob f4. At 70mm, f5.6 is your largest.
Put in the lens cap and watch how the aperture changes as you zoom through the range.
