I feel ok to see cheap car on sport tyre but not the other way.
Imaging a conti sport car using some Korean brand tyre ....
It doesn't match ... So choose a decent grade third party lens
    Or get oem ...

i use 7D and Tamron 17-50, for me the speed is decent enough, 17-50 is everyday lens, i don't feel slowed down by it, but for fast pace action like sports and animals, can't beat L Lenses

Not all L lenses are fast lenses. Don't get blindly sucked in by marketing and branding.

my 70-200/f4 is slower than my 17-55/2.8 in low light (probably due to the f/4).
it also matters where the focus-limit switch is positioned (1.2m to infinity or 3m to infinity).

Mostly when pple mention fast lenses, it is referring to aperture, not focus speed. I think that is how ZerocoolAstra interpreted your initial sentence, and that's how I read it as well.
The camera and lens do not make bad photos, the photographer does.

Yeah why not ask the TS what he wants to shoot first before suggesting all the L lenses : ) if you like something for a wide angle and a bit of zoom then 15-85mm is suitable for you. If you dont really like that wide angle and prefer zoom, then you can buy the 18-200mm canon. It all depends on your budget as well. If you like a general lens that will perform well and will look nice on your 7D, then try the 24-105mm.
