i tht when doing shallow DOF one should use as big an aperture as possible?

Usually for macro lenses the DOF is very very shallow. Even when stopped down quite a bit. In this case here he used F19 because he wanted to get the spider's legs and the surface of the grass all in sharp focus. If it were f8 or f11 (i.e. wider aperture) there might be a possibililty that some parts of the spider might be out of focus. Of course, it all depends on the subject and how you compose it, there's no fixed rule saying you have to use a certain aperture everytime. It all depends on the effect you want to create.

Hope this explanation helps!
